2. The UNDP is seeking an Advisor for BAPPEDA, Papua. The Advisor will work with the Head of BAPPEDA, providing strategic advise, options and assistance to develop the Provincial Planning Agency’s capacity to effectively manage their development agenda. The objective of this assignment is fourfold: (i) to advise the Head of the Provincial Planning Agency on the management structure and mechanisms of the organization (ii) to advise the Head of the Provincial Planning Agency on capacity development needs; (iii) to develop a data management system, a monitoring mechanism and a communication strategy, and (iv) to identify and mobilize technical and financial assistance in support of improved data management, monitoring, and coordination and communication. 3. The PDP Monitoring and Evaluation Advisor (International) reports to the Programme Coordinator for Papua, to provide technical advice and assistance to the PDP project units in monitoring and evaluating the different PDP activities, and to provide strategic advice and develop capacities of government institutions in monitoring and evaluating progress of human development indicators. The first part focuses on developing methodologies and systems and providing monitoring and evaluation advisory services to the project directors and project officers. The second part focuses on building awareness of local policy-makers (and the consultants made available to support them) of the importance of monitoring in achieving millennium development goals. 5. The UNDP is seeking a Finance/Operations Analyst to work under the guidance of PDP Papua Programme Coordinator, and be responsible for effective delivery of financial services, transparent utilization of financial resources and management of the UNDP Operation Unit in Papua region (Papua and West Papua and other sub-offices in the vicinity). This position is a relatively senior national position and he/she will be also supporting the Programme Coordinator in performing overall operational duties which include human resources management, efficient procurement and logistic services, ICT, common services and security matters. The Finance/ Operations Analyst promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations and perform other management tasks upon the discretion of the Programme Coordinator.
