This report attempts to show how the region’s pervasive corruption smothersopportunities for the most vulnerable people, limiting their access toeducation and compromising basic health services. It also discussesinnovative ways in which communities and governments are striving to fight corruption. Chapters investigate the nature of corruption in the region;police and judicial corruption; corruption in health and education services;stopping leakages in financial and material aid; corruption in the naturalresources sector; stopping corruption at the top; and civil societycontributions to corruption prevention. The report argues that no singleanswer to the problem of corruption exists, but that a number of options arecommon across most countries in the region: 1) Raising salaries for doctors,teachers and other civil servants so they do not have to rely on bribes tomake a living; 2) Making civil service posts more merit-based; 3)Strengthening oversight mechanisms by local governments; 4) Encouragingbusiness codes of conduct that fit international standards; 5) Enacting andimplementing the freedom of information laws; 6) Using informationtechnology and e-governance to make administration more transparent; 7)Supporting citizen action to combat corruption by mandating that localgovernments publish basic information on contracts to facilitate citizenauditing.
