Position Title : Capacity Building Consultant
Manager : Team Leader of Support Office for Eastern Indonesia (SOfEI)
Location : Makassar or Papua
In 2004 the Public Finance and Regional Development (PFRD) team of the
World Bank Office Jakarta and the Decentralization Support Facility for
Eastern Indonesia (SOfEI) pioneered a Public Expenditure Analysis and
Capacity Harmonization (PEACH). PEACH is a participatory public expenditure
review (PER) that is designed to fit specific needs of a region and is
followed by a set of capacity building activities. PEACH has two components.
The first is the public expenditure analysis (PEA). This is the analytical
part of the activities that requires local academicians to do the analysis.
The second component is the capacity harmonization (CH) that requires local
academicians to work together with local government and jointly design a set
of capacity building activities based on findings and recommendations set by
the PEA.
The joint WB and SOfEI team has successfully completed the Papua PEA
in 2005 and Gorontalo PEA in 2007 and worked closely with Papua Provincial
Government to implement a full public financial management reform based on
the recommendation set by the PEA. The Project Management Committee (PMC),
consisting of representatives from the provincial and district governments,
is now preparing to design and implement stage 2 capacity building
activities. Several partners have already been identified as implementers
for these capacity building activities and these activities will be
evaluated against a monitoring and evaluation framework. The WB and SOfEI
are now seeking a consultant to coordinate and support the PMC in the
design, implementation, management and monitoring and evaluation of these
activities.
Specific Responsibilities
The capacity building consultant is expected to provide support to the
PMC during the implementation of the capacity building activities, as well
as provide support in supervision and monitoring and evaluation of the
activities. The Consultant will be an integral part of the SOfEI team and
will work closely with the other members of the PEACH team. His or her tasks
include:
Support the PMC in their logistics and meetings:
The consultant will be responsible for ensuring that the PMC meets on
a regular basis, and assist the PMC on their agenda, logistics, minutes and
other aspects of the meeting, as may be required.
Support the PMC on design and managing the implementation of the
capacity building activities:
Identifying and contracting potential capacity building providers and
implementing partners;
Assisting in defining needs based on the PEA and other available
information.
Provide support to the PMC in designing activities suitable to meet
the capacity needs of the Papuan governments.
Provide support to the PMC to manage the implementation of the
activities and ensure that the capacity building and training is delivered
in timely manner with attention to quality.
Support the PMC to monitor and evaluate the program:
Liaise with implementing partners to ensure that regular progress
reports are provided to the PMC;
Support the PMC to ensure that program outputs and performance are
shared with development stakeholders;
Liaise with consultants conducting evaluations based on the M&E
framework.
Should activities needs to be modified due to results of the
monitoring and evaluation reports, support the PMC in managing the design
and implementation of those changes
Program Management:
Work with the PMC to contract implementing partners, consultants and
other services, as required.
Provide regular reports to AusAID, SOfEI and other stakeholders.
Support the PEACH team on other aspects of the PEACH program in Papua,
as required.
Reporting
The Consultant will report to the Team Leader of SOfEI and will
coordinate with other members of the PEACH team in SOfEI and World Bank
Office in Jakarta.
Selection Criteria
University degree or equivalent experience;
Experience working with local governments, preferably in Papua;
Experience working in the area of capacity building, training and
project management.
Excellent understanding of development issues, local context and
dynamics and sensitivity to culture;
Fluency in Indonesian and English.
Well developed report writing, networking and communication skills;
Willing to either be based in Papua or travel extensively to the
province;
Good team player.
