PEACH Program Update
The Public Expenditure Analysis and Capacity Enhancement (PEACH) program includes two phases; (i) the analysis of the effectiveness of public expenditures and (ii) the capacity enhancement of regional government in public financial management. This program has been implemented in the provinces of Papua and Gorontalo and there are plans to replicate in other provinces including: North Sulawesi, Nusa Tenggara Timur and Maluku. The preparation phase includes identification of local researchers and developing modules and training materials for them to enhance capacity to conduct public expenditure reviews/analyses.
- The SOfEI governance unit just returned from North Sulawesi, where the team talked with senior members of the provincial and district governments about implementing PEACH in the province. There was a lot of interest and the governance team hopes that funding for the province will be secured soon so activities may start.
- The researcher team for NTT has returned from collecting data and a technical workshop will be held in NTT on 26 February 2008 to review the data before the researchers start writing the public expenditure report.
- The Gorontalo Public Expenditure Report will be launched in Gorontalo in early March 2008 by the Governor of Gorontalo.
- The governance unit also hopes to get the green light from the Maluku government to start PEACH in Maluku at the end of February.
